| The 1870-1899 School Board minutes were recorded in the years immediately following the historic events of the Civil War and West Virginia statehood. The minutes are a valuable source of information on the formation of the local education system during those rebuilding years and contain the names of many of the local citizens and families who lived in the Philippi area during those historic times. Excerpts from the West Virginia legislative acts are reprinted to assist the reader in understanding the context in which the Philippi District board minutes were recorded. In areas where demographic data and court records are incomplete, school board minutes during these early years of statehood provide valuable sources of community and family history.
